Can you enable debugging and error reporting? That should give you a more detailled error message.
Or you can check the server error logs, you should see a fatal error listed there.

Okay. I turned on debugging and system error messages and still get the same red error message.
When I click on the button to Help Me Resolve This, it says this:

What happens if you set the "error reporting" (in the "server" tab) to "maximum"?

Then you will have to check the server error logs. The page indicates a fatal error (error code 500) which should be logged in the PHP error log.
Maybe you have to ask your hoster where that file is located.
